KOCCA Launches ‘CONTENT IP XCELERATE IN SINGAPORE’ to Drive K-Content Global Expansion

The Korea Creative Content Agency (KOCCA) has opened applications for its new “CONTENT IP XCELERATE IN SINGAPORE” program, designed to support Korean content companies in expanding overseas, attracting investment, and developing sustainable IP-based business models. By establishing Singapore as a strategic hub, KOCCA aims to open pathways for startups to connect with Asia’s financial networks, global investors, and international co-production opportunities.

KOCCA Opens Singapore Gateway for K-Content IP

The Ministry of Culture, Sports and Tourism and KOCCA announced on August 29 that applications are now open for the “CONTENT IP XCELERATE IN SINGAPORE” program. Managed by the KOCCA Singapore Business Center, the program is being run on a rolling application basis.

The initiative is structured to help content IP–holding companies use Singapore as a launchpad to scale globally. Unlike simple export support, the program emphasizes IP-driven investment attraction, joint production, and business model development.

Two-Stage Program: Online Support and Singapore Showcase

The “CONTENT IP XCELERATE IN SINGAPORE” program will run through November in two stages:

Online Stage

Participants undergo customized diagnostics to assess product–market fit (PMF) and design global expansion strategies.

Depending on company needs, KOCCA will provide consulting from local experts in incorporation, legal issues, marketing, and business development, along with targeted investors and partner matching.

Offline Stage (November 17–21, Singapore)

From the pool of online participants, 12 companies will be selected to showcase their businesses to Singapore-based investors and join one-on-one consultation sessions. These events will also serve as networking opportunities with major industry stakeholders in the region.

Investor Network and IP Tokenization Partnerships

The program integrates strong investment backing. Partners include IP tokenization platforms Libeara and Fintra, in collaboration with global investment firms with strong interest in K-content, including Pine Tree Securities, The Wolfpack, and Burda Principal Investments.

On August 25, KOCCA Singapore signed a memorandum of understanding (MOU) with Libeara, a Standard Chartered–affiliated company specializing in tokenized investment platforms. Through this partnership, KOCCA plans to establish a K-Content Strategic Fund that will support overseas investment and scalable growth for Korean content companies.

This reflects the wider industry shift: as tokenization and virtual assets gain traction in financing, KOCCA is aligning K-content companies with emerging investment mechanisms.

Strategic Role of Singapore as Global Hub

By centering the program in Singapore, KOCCA is leveraging the city-state’s position as both an Asian financial hub and a gateway to broader global markets. For Korean startups, Singapore offers direct access to regional investors and co-production partners.

To further support local business activity, KOCCA will also provide participating Korean companies with shared office space at Asia Square Tower 2 in central Singapore.

KOCCA Statement on Sustainable IP Growth

Park Sang-wook, Head of KOCCA’s Singapore Business Center, emphasized the long-term significance:

“This program will be a crucial platform for Korean content companies to achieve sustainable global growth based on IP. By leveraging Singapore’s role as a gateway to Asia and global markets, we aim to expand opportunities for investment attraction, business development, and strategic partnerships.”

Shifting K-Content Toward Global IP Investment Models

For Korea’s startup ecosystem, the CONTENT IP XCELERATE IN SINGAPORE program illustrates a shift in how cultural and creative startups are supported. Key implications include:

  • Strengthening IP commercialization pathways beyond domestic markets.
  • Creating structural support for international fundraising, tokenization, and co-production partnerships.
  • Expanding the scope of K-Content exports into a sustainable global business model.

By combining targeted acceleration with new financing vehicles such as tokenization platforms, KOCCA’s Singapore program signals Korea’s intention to transition K-Content from export-focused products into globally investable, IP-based ventures
